This paper describes the implementationof a decision support systemthat helps non-technicalfront-line reception staff handle complex enquiries on a wide range of local government regulations. Thepaper describes the knowledgeengineering and the knowledgelevel modellingundertakenfor the prdject. The paper describes the design, implementationandarchitecture of the resulting distributed systemthat supportslocal customisation of the knowledge-basein a controlled managedprocess. The paper concludes by showingthat INFOSHOPcan be considered a CBRsystemthat uses derivational replay to solve problems rather than the more commonretrieval of problem-solution pairs.
