Design of a web-based tendering system for e-government procurement
Procurement for e-Government is an important part of activities which are similar to the nature of B2B. That is usually characterized by bulk volumes with complex variables, bureaucratic workflows and the need to function in a regulated environment under which many partners participated. In the past, e-Government procurement involved a lot of manual processes which are known to be time-consuming and may be error-prone. In this paper, we present the design of a Web-based Tendering System which aims at improving the efficiency as well as transparency. In addition to a prototype which we developed for proof-of-concept, we modeled the new system in contrast of traditional manual workflow by using a Business Process Reengineering tool. We showed that certain processes could be automated by leveraging the power of Internet and information technology, as well as operating costs could be lowered in the new model.
