Development of a research project in Computer Science, integrating a considerable number of research institutions and about 1200 individual researchers all over a country with big geographical extension and scarce research funding such as Brazil, is a complex task. The communication technology is an important factor in this case to maintain the expenses under control and assure the participation of the geographically dispersed researchers. This paper describes the (social) influence of the e-mail system, supported by RNP - National Research Network - as a tool for distributed coordination. The ProTeM-CC Project - Thematical Multiinstitutional Project in Computer Science - is an effort to change radically the computer research, bootstrapping competence transfers and integration of activities and groups.
