: In the past decade, knowledge management has played a critical and active role in business settings at the organisation level. Recently, the importance of knowledge management is becoming increasingly recognised in e-government. A key challenge of studying knowledge management in e-government is to extrapolate our current understanding in business settings to the public domain and the societal level of analysis. Drawing upon a case study of San Joaquin Valley in central California, this paper proposes that we need to take a situated approach to explore a specific societal context in order to identify and analyse the relevant influencing societal factors.
