This paper addresses evacuation route management in the case of incidents arising during an evacuation and aims to minimize further delays they may cause. An evacuation reroute planning approach is developed for decision makers to utilize alternative routes in real time for the evacuees whose evacuation paths are affected by an incident during the evacuation process. Assuming that real time traffic information is available, a preprocessing algorithm is performed to update the evacuation networks. A multi-commodity network flow optimization model is then utilized to develop alternative paths and corresponding flow rates. Due to the underlying optimization model being a mixed integer nonlinear programming formulation, a linear reformulation of the model is developed to improve the computational performance.
