This paper discusses how meaningful the expression `research quality' is in Universities. Measuring the quality of a research publication, it is argued, cannot be done. The issue of the surrogate of Journal League Tables is used to exemplify some of the issues that need to be addressed by the community, from which a number of proposals are made that it is argued, would improve matters quickly and effectively. This is not an information systems crisis paper or similar nonsense, but one possible positive way forward.
