This paper presents an innovative approach that deals with two specific problems encountered in the E-Government domain. The first problem is the cultural gap between laws and regulations rulers and their users. The second problem is the vagueness of legal texts and the lack of standards for the content structure. Our approach builds on the concept of “colored law”, a technique to overlap a conceptual structure over the vague structure of legal texts.
