In the this paper, we study the problem of collective resource management. We first introduce the problem through realworld examples. Then we generalize the problem and build an analytical model using queuing theory. Based on this model, we evaluate the expected average waiting time of tasks. We present data from simulations, and compare the expected average waiting time from theoretical calculations to that from our experiments. We propose an optimal task scheduling heuristic. We conclude with a brief discussion of our future research plans.
