In last decade intelligent transportation systems (ITS) and vehicular ad hoc network (VANET) became one of the most active and emerging fields of research. It is expected that this technology will bring revolutionary changes in transportation system and offer various services to make journey safer, secured, and more comfortable. In the meantime, US FCC allocated a block of frequency spectrum (popularly known as dedicated short range communication or DSRC) for vehicular applications. However, there are very few attempts and guidelines for infrastructure development in vehicular network. In this paper, we have proposed an architecture using DSRC devices to support vehicular applications. This paper illustrates a mechanism for detecting position of vehicles without the help of GPS using the proposed infrastructure model. Moreover, the paper presents a traffic monitoring technique using the proposed infrastructure.
