—This paper aims to address the problem of inter-cell interference fluctuation, which is inherent on the uplink direction of future cellular systems employing OFDMA or single carrier as multiple access technology. We present here a novel uplink adaptive resource allocation algorithm based on inter-cell interference measurement to achieve both multi-user diversity gain and the cancellation of inter-cell interference fluctuation. The phenomenon of inter-cell interference fluctuation in future cellular systems is explained and its negative effect on traditional resource allocation methods is analyzed.
