Currently national digital library of educational resources and services (DLE) for primary and secondary education is under implementation in Lithuania. The article aims to analyse the hypothesis for creation of pedagogically and organizationally flexible, cost effective DLE, its contemporary practice and future objectives. The article presents the framework for such system’s architecture design aimed to implement this approach based on the main DLE’s components’ reusability and learning customisation possibilities for its users.
